美国国务院主要部门及主要职务名称漫谈
美国国务院英文名为the United States Department of State，也常常称the State
Department，该机构实质上是美国政府中内阁级别（the Cabinet-level）中的外交事务
机构（foreign affairs agency），相当于其他国家的外交部（the Ministry of Foreign
Affairs，the Department of Foreign Affairs）。
美国国务院总部设在美国首都华盛顿雾谷街坊（the Foggy Bottom neighborhood）
C街2201号的杜鲁门大楼（the Harry S Truman Building），离白宫只有几个街区（block）
距离。就其字面及其实质而言，the United States Department of State译成“美国国务
部”更适合，这样就很容易让人看出美国的Department of State与我国的国务院级别是
不同的：我国的国务院（State Council）的负责人是政府首脑（head of government），
而美国国务院仅相当于我国的“外交部”，因为美国的总统既是国家元首（head of state）
又是美国政府首脑（head of government）。美国联邦政府的其他department均译作
“部”，如：美国的财政部（the Department of Treasury）、司法部（the Department of
Justice）、国防部（the Department of Defense）、商务部（the Department of
Commerce）和教育部（the Department of Education）等，其首长（secretary）均译
作“部长”，而Department of State中的department及其首长（Secretary of State）
头衔都搞了特殊化，分别译成了“国务院”和“国务卿”。就字面而言，Department of State
或许译作“国务部”或者“外交部”更容易理解，而其首脑Secretary of State或许译作
“国务部长”或者“外交部长”才利于与其他国家机构接轨，不过，在英汉翻译历史上，
一直习惯上将Department of State译成“国务院”，将Secretary of State译作“国务卿”。
美国的国务卿是美国政府中的1号内阁成员。如果总统无法有效行使总统权力能力或
者意外死亡（in the event of the disability or death of the President），按照美国总统
的继承顺序，国务卿排在第4位，即，排在美国副总统（the Vice President）、众议院议
长（the Speaker of the House）和美国参议院临时议长（the President pro tempore of
the United States Senate）之后。
根据1787年在宾州费城起草（drafted in Philadelphia, Pennsylvania）并在1788
年获得各州批准的美国宪法（the U.S. Constitution），美国总统负责外交事务。1789年
7月21日，美国众参两院批准立法，成立第一个联邦机构（the first Federal agency）
外交部（the Department of Foreign Affairs），7月27日由华盛顿总统签字批准生效。
1789年9月，美国又通过立法将该机构的名称改为the Department of State，并赋予其
各种各样的国内事务（a variety of domestic duties）。这些责职包括管理美国造币厂（the
United States Mint），掌管美国国玺（the Great Seal of the United States），负责人口
普查（the census）。后来，the Department of State的大多数国内事务最终转交19世
纪建立起来的联邦各部和机构。
美国国务卿（the Secretary of State）是美国总统外交政策的主要顾问（principal
foreign policy advisor）。美国国务院为美国其他部门的商业活动提供支持，如商务部和
美国国际开发署（the U.S. Agency for International Development）。同时，美国国务
院也为美国公民和外国人来美参观和移民提供各种重要服务。根据规定，国务院负责所有
外交活动，诸如：美国国外代表（U.S. representation abroad），对外援助项目（foreign
assistance programs），打击国际犯罪（countering international crime）以及对外军
事培训项目（foreign military training programs）等。
国务卿是国务院的最高行政官（Chief Executive Officer），国务卿直接对美国总统负
责（answerable directly to the President of the United States）。
